Basant is finally making a comeback in Lahore! The much-loved festival of kite flying, which has long been a cultural hallmark of the city, is set to take place from February 6 to 8, 2026. However, this year’s celebration comes with strict safety regulations to ensure the festival is fun, but also safe,for everyone.

The Deputy Commissioner of Lahore, Syed Musa Raza, announced the official dates and emphasized that the festival must be celebrated responsibly. “Basant is a cultural identity of Lahore, and it is our collective responsibility, government, administration, and citizens—to ensure a safe and disciplined celebration,” he said.

Conditional Permission for Kite Flying

Authorities have granted conditional permission for kite flying, meaning it is only allowed on the official Basant days, February 6, 7, and 8. Kite flying outside these dates will not be permitted. The government has introduced a zero-tolerance policy against dangerous practices that have caused accidents in past years.

To make the festival safer, the administration has set clear rules for kite and string usage. Kites and strings must be within prescribed size limits, and only approved types of strings are allowed. Use of nylon, plastic, metal wire, bloody thread, or chemically coated strings is strictly prohibited. Authorities have also completely banned the manufacturing and sale of spinning wheels.

Business Starts Early, but Registration is Mandatory

For local businesses, the Deputy Commissioner announced that Basant-related businesses can legally begin operations from December 30, 2025. The sale of kite-flying equipment will be allowed from February 1 to February 8, 2026.

However, all manufacturers and sellers must complete mandatory digital registration before starting business. The administration has launched the “E-Biz” app and an online registration portal to regulate the kite industry. No manufacturing or selling will be allowed without this digital approval, ensuring accountability and traceability.

Enforcement and Public Safety

Police and district officials have been instructed to strictly enforce the rules. Anyone violating regulations regarding kite size, string material, or unauthorized sales will face immediate legal action.

Motorcyclists are also required to install safety wires on their bikes during the Basant period to prevent accidents caused by stray kite strings. The administration has stressed that safety is the top priority this year.

Standard Operating Procedures (SOPs)

To ensure smooth and safe celebrations, SOPs have been issued for all stakeholders, including the district administration, police, kite-flying associations, manufacturers, sellers, and citizens. The goal is to make the festival enjoyable while protecting lives and property.

Deputy Commissioner Musa Raza reassured citizens that “Safe Basant has been restored, and no compromise will be made on safety or enforcement.”
